read the small print rather then just get the lowest quote. They rarely pay up if they can find any way not to.

All State is not good my friend.Because I know,if u get into an accident at all state,even if its not your fault.They will raise your premium.Watch out. We in the U.S. have a terrible car insurance system by the way,just like health insurance

There is no BEST alternative that fits everyone, Checking around for EVERY option is the only way to know, but I would suggest you check with several INDEPENDENT Insurance Agencies. Many understanding the needs of young drivers. The standard companies you reinterate, like PRO and GEI are not the best, they just ADVERTISE More ! Don't get sucked into believing that they will tell you that someone else is cheaper!! Their's is a SALES business!My small agency REPLACES these BIG GUYS EveryDAY!
