I'd say it's Bach's piece. It's entirely possible that he didn't sit down and "compose" it in the traditional sense, but rather improvised it on the fly and recorded it on paper later. To discredit this piece because it's "not Bach's" is like discrediting Hamlet because it's "not Shakespeare's." We've all heard that story before.
