Yes and no, You could turn it off with a clutch, BUT you'd have to adjust the fuel map to make up for less air-flow(ethier with Map or MAF)

thats not true if you put an electronic clutch you can turn it on and off when you want, just like the new cars they turn off the super charger at low engine speeds
